However, this process gradually uses up all of the energy that was stored in the capacitor and the capacitor’s membrane slowly returns to its original "uncharged" position.

Once the capacitor has run out of its stored energy supply, the waterwheel has nothing left to run on and it stops, which also forces the light bulb to go out.
