When the second switch is thrown the cell produces a potential difference across both the red capacitors.

Note that the voltage across each red capacitor is the same and they add up to 1.5 Volts when fully charged.

The potential difference (voltage) is the same from the top of the circuit to the bottom. The voltage across each red capacitor is half (0.75 V) of the total voltage drop.
