OR gate:

So this is the layout of a QCA OR gate.

The two inputs are at the left and bottom.

The top cell is fixed at "1" by the voltages set on the top square metal pads.

As we set the inputs to various values, you can see that the output goes to "0" only when neither of the inputs is at "1" (as should happen with an OR gate).
